[Bug] Nether portal creates on every teleportation for mod dimension

Explanation of issue:
If player has OP and teleport for any mod dimension over spawn area creates nether portal

How to recreate this issue:
Install mod with new dimensions with portal creation
Get OP for you
Jump or use mod portal and see nether portal near of created mod-portal...

Hmm. Nope. With 31 build near nether portals not creates.

@CovehiH So to clarify further (sorry), are you using a Bukkit /tp command when this happens or are you using an actual mod portal like an Aether portal?

Dez on Discord is having a similar issue, likely due to unintended modifications to transferPlayerToDimension in ServerConfigurationManager.

With bukkit commands this does not happen. I'm using teleportation via mod portals and without OP neather portal near not creates...

Same with portal staff from mo'creatures.
