Sale auctions do not work

For 16 days already, I have not been able to launch any auction as SALE
When I want to launch a SALE auction, it says that the first point has not been fulfilled - 1/3 of the auctions must be sold.
There is a bid, even the completion of work in the form of upload result as well. But auctions still do not pass this point
