Create a dedicated Member Directory page to allow users to search for and navigate to Congress members without needing to go through a bill first. This feature will make it easier for users to look up legislators by name, enabling them to explore bills sponsored or supported by individuals they know or hear about in the news.

Requirements:

  1. Simple Search:

    • Add a search bar to find members by name or state.
  2. Member Profiles:

    • Display basic details (e.g., name, state, party, chamber) in search results.
    • Link to individual member pages showing their sponsored/co-sponsored bills.
  3. User Navigation:

    • Provide a clean, intuitive way to browse members alphabetically or by state.

Acceptance Criteria:

  • Users can search and browse Congress members without interacting with bills.
  • Member profiles link to related legislative activity.
  • Directory is accessible and aligns with site design.
