Bug Description
If the stake is reduced, there is a warning send by concordium-client

Warning: During this period it is not possible to update the validator's stake, or stop the validator.

Steps to Reproduce
Have an active validator, reduce its stake using concordium-client.

Expected Result
Warning should reflect new cooldown behavior. New protocol rules are more flexible.

Actual Result
Warning: During this period it is not possible to update the validator's stake, or stop the validator.
