Assets re-downloading every time - HTTP response code 200 instead of 304

Hoping someone could help me with this. Application.js and css are re-downloading on each page refresh. All of the assets are serving correctly except for those two files. Hoping I can keep using the asset-pipeline but it's slowing down the app quite a bit.
