Transkribus files not ingested

1 Describe the problem

James McElvenny has a Transkribus document which he has exported to TEI using both of the variant exporters offered by Transkribus, but neither will import.

The problem is that the way these TEI XML files encode image file names has changed. Rather than relying purely on a convention (as previously) of having pb elements whose xml:id attributes were image file names, these documents now more correctly have pb elements with facs attributes pointing to surface elements which contain graphic elements whose url attributes point to the image files.
