Support ANY type for function list

Is your feature request related to a problem? Please describe.
Sometimes, the return type of a function is based on the input type. It's better to have a way to define this kind of function.

Describe the solution you'd like
We can define a remote function like

scalar,cast,ANY,"Converts a value to a different data type."

However, DataFusion doesn't have ANY type. We should register all possible types for the function if its return type is ANY.
