Protocols can't be changed in GUI

If you shift a single item to private (project access only) in the GUI item edit, that works fine, but you can't then shift back to public access (that option is not available as a protocol once you've selected the "Community Advisors" community). Protocols can still be updated by batch import, but obviously it should be possible to do this individually in the interface as well.

Note that this issue may resolve itself with the update to Mukurtu 4 (anticipated 2022).
