In some instances we know of a related item's existence but do not actually have access to the item itself. In such instances we have a <note type="relatedItem"> but no <relatedItem> that it points to. See https://cdrhdev1.unl.edu/chesnutt/item/ccda.corr00063.

We want these "relatedItem" notes to display regardless of whether there's a <relatedItem> after it.
