Anti Cheat that warns Staff of a possible hacker #27

What I mean by title, is that the anti cheat doesn't necessarily detect and kick players for cheating. But detects a possible cheater/hacker and warns certain Staff groups. And in the config you can put what groups will be be warned.

Dependencies:
PureChat
FormAPI - it could be UI or chat both would be really nice!
