Differentiate between system and user categories to not allow system categories to be removed manually in future. (Example: user uploads image with NSFW tag recognized and then removes that tag manually).

Am I understanding future usage correctly?
User categories can be anything assigned by the owner.
System categories are obtained from the recognizer (not deletable).
Which ones should have a voting score?

Hmm maybe it's too complex this way. Maybe we should not allow to manually assign only banned categories. Because that was the initial idea - to not allow to remove blocked categories. So why have two tables instead of only the blocked list.
