In this version we have removed support for MSI authentication for Azure DevOps. We now standardise on Workload identity federation for GitHub and Azure DevOps.

We have also relocated our CI / CD template files into the bootstrap modules. They were previously located in the starter module repository, which did not work well since they are tightly coupled to the bootstrap modules.
