Describe the issue

According to the update to Standard Procedure adding the Medical Uniform Regulations from — 17/12/2024

"Tajara surgical personnel should be garbed in full body sterile drapes for infection prevention."

However, unlike the surgical scrubs and caps which are contained inside of the medical equipment lockers on the Third Deck inside of the "Medical Equipment" room, Tajara are reliant on selecting the appropriate, regulation-abiding item in the Loadout screen, without it being present on the map itself.

Resolves #20285, this
overwear is required by new regulations to be worn by Tajara during
surgery so it should be available on the map and not solely via the
loadout.

Also shifted some glove boxes that had been mapped into the lockers into
the fill(), hence the .dmm change.
