[Bug]: Antags can't use their teleporters to get to the Horizon

Describe the issue

Jockeys don't have the access to use the teleporter to get from their spawn to the Horizon. I didn't test, but I presume this also applies to Ninjas too, who also use a teleporter to get to the Horizon.

How to reproduce

1. Spawn as Jockey
2. Try to use teleporter
3. Fail
