We are currently pinning to AllStarLink/[email protected] and therefore actions-runner-linux-${RUNNER_ARCH}-2.280.3.tar.gz due to an apparent bug with libicu on armhf. Either find a workaround or os configuration that makes the newer version work or correct the issue upstream.
