These configuration options do not apply to Adobe Commerce on Cloud Infrastructure.
If you are on the Pro plan, New Relic is already [preconfigured and enabled by default](https://experienceleague.adobe.com/docs/commerce-cloud-service/user-guide/monitor/new-relic/new-relic-service.html?lang=en). If you are on the Starter plan, you must complete the [New Relic configuration steps](https://experienceleague.adobe.com/docs/commerce-cloud-service/user-guide/monitor/new-relic/account-management.html?lang=en#configure-new-relic-for-starter-environment) that are part of the setup process.
The Starter plan is no longer being offered.
AS SUCH, Steps 1-4 should be removed.

I don't understand the need for this documentation - all preparatory actions have been taken to set up New Relic on Adobe Commerce Cloud per https://experienceleague.adobe.com/docs/commerce-admin/config/general/new-relic-reporting.html?lang=en
