Issue description

The PDFs of the standard versions 1.1 and 1.2 contain the following phrase:

A detailed change document that provides both an overview of the changes in the specification as well as the motivation behind each change is available from the ASPRS website in the LIDAR committee section.

These documents would be useful when implementing new readers/writers to make sure they handle older versions of the format appropriately. However, it doesn’t seem like they are available anywhere on the ASPRS website and I also haven’t been able to find them with the Wayback Machine. Are they available somewhere?

More generally, would it perhaps make sense to include PDFs of older versions that are not part of the history in the repository, or maybe in the wiki?

Hello! I'm not aware of any documents that itemize the changes from 1.0 to 1.1 to 1.2, other than the specifications themselves. Maybe @hobu or @lgraham-geocue remembers something like this?

If not, I might be able to generate a helpful DIFF document.

I didn't know of anything. The lack of a changelog was why I added on to 1.4 when I originally reformatted it for github.
