RNG issue

Ilias: works now (since December 2019), didn't work when we created the issue last year. Grant: Suggest that we require RNG for secure platforms/profile. Daniel: Technically speaking this is already a requirement for EBBR (it is a conditional requirement of a section we already cite): "26. If a platform includes the ability to use a hardware feature to create high quality random numbers, this capability should be exposed by instance of EFI_RNG_PROTOCOL with at least one EFI RNG Algorithm supported."
