FinRL to support Python. 3.11

Is your feature request related to a problem? Please describe.
Can Python 3.11 be included as part of the supported version of Python for FinRL? This will allow for better support in Google Colab. FinRL appears only to support up to 3.10.

Updating the pyproject file to include Python 3.11 as one of the supported versions

Describe alternatives you've considered
Unfortunately, Google Colab does not support downgrading the Python version, and this might result in potentially unintended behaviors

Additional context
Google Colab's default version of Python is now 3.11, which might prevent other notebooks and tutorials from being executed due to this restriction. Google Colab Blog Post - Colab Updated to Python 3.11
