Document all the steps that should be taken when a project is added. I'll start it, but please expand it.

Ensure the project contains Indicators_Targets and Data Reference tables that are PERFECTLY compliant.
Add record to the PFdb, and add in all the relevant details
Think about testing strategy. It would be ideal if this battery of tests didn't run always, ONLY ran on pull-requests. That way we could add a lot of agility to everything. But don't know how to implement that
