intel-mkl external packages have incorrect paths

When attempting to install petsc:

$ time spack install petsc %[email protected] ^[email protected]

got errors like this:

There is no directory /apps/intel-mkl. The intel-mkl libraries are installed under /apps/intel-ct/:
